Would the previous certified version of the app be considered as submission?

All the apps, which would fail to get certification by the deadline, already have a certified version in the 1st round. Would that version be considered as submission for the final round?

  Yes, but only if you register your submission to round 2 web site, with your app that already certified from round 1

  yep whatever they can download they will judge

  Unfortunately, not all apps have this as a fallback. Some low-level changes, like from Integrated to Linked, can't be made to an existing app; you need to delete the old listing and re-submit it. We needed to do this as part of adding functionality for Round 2.

  This means that some apps (like ours) don't have a certified version to fall back to.
