Is ChallengePost upload server dead?

It's the 3rd time I try to make submittion and my browser is always stuck. I tried different browsers, different internet connection and tested my internet connection (which is fine). However on Chrome it keep just telling me Uploading 1% - and doesn't move any above that? This and other problem with certification packade id Bug drives me crazy...
